Shelby Solomon is the president of Government Solutions for OptumInsight. In this role, Solomon oversees the Program Integrity, Data Warehousing, Clinical Decision Support, Health Information Exchange, and Consulting solutions that OptumInsight provides to both federal and state clients.

Prior to joining OptumInsight, Solomon managed the government, commercial health plan, and employer businesses for Thomson Medstat. He also was president of ETAS, Inc. and director of the Department of Management and Budget for the State of Michigan. He has an MBA from the Stanford Graduate School of Business and a BA from Michigan State University.
