Optum HIE Core Framework

Optum HIE Core Framework includes all the technology needed for health information exchange (HIE) including identity management, interoperability, consumer preferences, clinical results delivery, aggregation services, security and more.

  • Optum Master Patient Index (MPI) uses sophisticated Patient Identity and Record Locator Services (RLS) to find patient-related data across multiple sources in a federated HIE architecture. Reliable patient identification provides users with the ability to retrieve a patient's complete electronic health record from across the continuity of care, even when the record is scattered throughout the community and beyond regional boundaries. Patient consent preferences information access and disclosure is recorded by authorized users and stored as a component of Optum MPI records.
  • Optum Provider Directory manages the entry, authentication, and authorization of users and entities, and defines every participant’s access privileges. Administration of user accounts, privileges, roles and relationships can be easily maintained.
  • Optum Interoperability Hub clinically networks disparate, certified EMRs and legacy systems, enabling complete interoperability and fully collaborative patient care via HL7, CCD and other structures. Physician practices are immediately able to exchange data while also indicating which of their specific data is to be made available for query, thereby providing a more complete picture of a patient's health to authorized physicians. EMRs may also connect using state of the art IHE profile technology, enabling query and retrieval capabilities for the EMR user interface.
  • Optum Open Access Service-Oriented Architecture (SOA) Platform enables existing and new third party applications to connect to an HIE via exposed web services (SOA). Applications are fully integrated bringing speed to value while simplifying implementation and reducing associated costs.
  • Optum Public Health Gateway facilitates timely, standards-based, bi-directional communication between providers and local, state, and national departments of health. Affiliated departments of health have the ability to create customized query subscriptions to the HIE to run on a specified schedule, or ad-hoc as needed with customized parameters that will monitor the data from the HIE without requiring any action from providers, resulting in immeasurable time saved. All data is returned to the public health department in specified message formats, satisfying query parameters.
  • Optum Immunization Gateway facilitates the transfer and exchange of immunization data between Optum Health Information Exchange and state Immunization Information Systems (ISS). Batch files are created from the immunization data in Optum and sent at configurable intervals through the Immunization Gateway to the respective state IIS system.
  • Security is enforced at many levels: Technology such as VPN tunnels, SSL encryption, and WS-Security protect private health information as it is exchanged between health care partners; A robust role-based security system with configurable access controls enforces appropriate system authentication, authorization, and access; Enhanced reporting ensures users meet all requirements necessary as deemed by HIPAA, CCHIT, HHS, ONC, ARRA, and local privacy regulations.
